proposal were:-

(a)

that the laying of sidings to large private

originally proposed; and

that wharfage accommodation alongside which an

Ocean Steamer can lie and much valuable

space for storage purposes would also be

acquired.

He added that "even if it had not been considered advisable

to extend the reclamation up to Blackhead's Lots he would

have advocated their resumption believing that if they were

left in private hands they would hamper extension in the

future, and would eventually have to be purchased at a

much higher price than is now asked for them". (Despatch

of 21st. March, 1907, paragraph 9). In this view I entirely

concur.

The modification of the original

scheme which was introduced by the Consulting Engineers'

proposal to set back the reclamation frontage in the

vicinity of Blackhead's, received (as they state in their

letter of July 11th., 1907) the approval of Sir Matthew

Nathan, and I also fully concurred in it in view of the large
